(Celebrating the 60 th Anniversary
of The Universal Declararion of Human Rights).

                                                  By Doan Thanh Liem Esq.
                                               Vietnam Human Rights Network
                                                              California, USA.

In view of commemorating the 60th Anniversary of the Proclamation of the Universal Declaration of Human Rights (UDHR : 1948-2008), the United Nations has adopted this motto  “Justice and Dignity for All of us” as the theme to launch worldwide action for the promotion and protection of Human Rights in the year 2008.

As we all have known it, at the proclaiming of the UDHR in Paris on Decenber 10, 1948, Mrs Eleanor Roosevelt, the prestigious American First Lady had unequivocally qualified it as “the Magna Carta for all mankind”. And it took almost 30 years later for the UN to promulgate “The International Bill of Human Rights” in 1976 that consists of the UDHR and two  International Covenants, one on “Economic,Social, and Cultural Rights” and  another on “Civil and Political Rights”. This Bill is the first universal document ever attained by mankind all over our planet guaranteeing the respect of human rights and dignity. It really gives us hope for a more peaceful and compassionate world that is worthy of the supreme value of human being.

And in recent thirty years, thousands of Human Rights Advocacy organisations have boomed everywhere in the world to serve as an valuable counterpart in demanding national/local governments to respect human rights of their own citizen. Remarkably such non-governmental organisations as Amnesty International (AI), Human Rights Watch (HRW), Reporters Sans Frontieres (RSF), Green Peace (GP) etc…have served as solid components for the emerging “Global Civil Society” that eventually could help deal better with complex situation in our present day world, for the benefit of the most underpriviledged, downtrodden people under whatever politically oppressive environment in any particular country.

Highly motivated by the UN initiative for Justice and Dignity, hundred of governments and specially innumerable NGO’s have taken their responsibility to help alleviate the burden of the victims of violent repression and injustices all over the world. Notably about hundred countries have just signed in Oslo on 3 December an International Treaty on Banning all “cluster munitions”, in spite of the “big brothers” such as the US, China, Russia declining to sign! Laos and Lebanon, the two countries most suffering from these murderous devices, are most enthusiastic for this ban.

Moreover, in Pakistan the government had launched the campaign for the benefit of the “Disabled Persons” that are about 10% of the world population, precisely 650 million who need adequate medical and other services.

And Amnesty International has also launched a “Write A- Thon” all around the world, particularly in large cities such as New York, Pittsburgh, Toronto, London, Paris asking people to sign petition on December 10, the International Human Rights Day asking for the liberation of “Prisoners of Conscience” in whatever country. To date at least 40,000 prisoners are freed owing to the tireless efforts by the volunteers in this worldwide campaign.

These actions as strongly supported by large number of people in the world are manifestly activating the “Great Awakening” of the mass about the “counterpart and counterbalance role of the Civil Society vis a vis the State”, that eventually culminate into a “Participatory Democracy” with the people regaining their authentic rights of the “masters of their own destiny” wherever on this planet. That is the most hopeful and positive aspect of our collective life in this new era at the beginning of the XXI century.

Concerning Viet nam, the people inside the country have started claiming social justice especially for the millions of victims of abusive land expropriation by the communist government. And in particular the young people have attempted to protest against the recent land and islands grabbling by communist China. One of the most courageous protestors, the blogger Dieu Cay Nguyen van Hai was arrested and sentenced 30 months in prison for a”fabricated tax evasion”, this trial has provoked  a strong reaction from the international media, particularly the RSF.

On the other hand, the bi-monthly “Free Speech Magazine” (Tu Do Ngon Luan) in its issue n.64 of 1 December 08 has vehemently denounced the human rights violations by the Hanoi government with much detailed evidence. Furthermore, this “clandestine magazine” published the full text of UDHR in Vietnamese language, while the government has been reluctant to the vulgarization of this precious document, even Hanoi adhered to its principles in 1982 when they signed the approval of the International Bill of Human Rights. Other “samizdat” also have bravely joined the campaign to celebrate the 60th Anniversary of UDHR as well.

As for the Vietnamese diaspora, they have much freedom  to commit themselves to all kind of action for the benefit of the social injustices victims in their homecountry. The youth particularly have been extremely active in the combat against Human Trafficking from Vietnam, they joined together in various organizations to provide rescue to the “sex slaves” or to victims of “ child sex”, of “labor exploitation” in Cambodia, Malaysia, Taiwan, Korea etc…

A series of annual conferences on Human Trafficking have been held in recent years to call for public awareness on this serious plague as well as to exercise pressure on the government of Vietnam to take adequate and efficient action for the eradication of this modern-day slavery.

Most noticeably is action taken by the Vietnam Human Rights network, that is based in California, to grant annual VN Human Rights Awards to the Democracy and HR activists in Vietnam who have been constantly arrested or harassed by the police. Began in 2002, the presentation of this Awards has been repeatedly organized on the Human Rights Day in early December each year.

The awardees of 2008 are : The Most Venerable Thich Thien Minh of the banned “Unified Buddhist Church”, who spent 26 years in prison for “ stubbornly demanding freedom of religion”, the above mentionned blogger” Dieu Cay Nguyen van Hai” and also the famous clandestine “Free Speech Magazine” as specified above.

It is so ironical that, as the same routine in past years, none of the awardees will be allowed to leave the country to receive the awards in America, even though they had already, in due time, received the formal invitation to the ceremony, to be taken place at Westminster Civic Center, California on Sunday 14 December at 1.30 PM. Their absence at this event is surely much regrettable, but it unmistakably indicates the uncivility and unfairness of the actual administration in Hanoi.

In summary, during  the six decades since the proclamation of the UDHR in 1948, our world has made tremendous progress in term of the respect and protection of the Human Rights and Dignity. But still there are lot of social injustices and oppression, violence in every quarter of our planet. This tragic situation requires more of our collective as well as personal efforts in concert towards a more worthy environment for every human being as well as thee mankind as a whole.

Commemorating the 60th Anniversary of the Proclamation of the UDHR today, let’s join again our utmost energy, to firmly promote an sustainable movement for the realization of the “Justice and Dignity for All of us “ as initiated and encouraged by the United Nations. That is the call of morality, conscience, rightousness and true love among human beings in our challenging era./

Westminster, California December 2008
